Over 130 comments from a wide range of stakeholders on the draft resolution were received and reviewed. See a summary of the comments received here. The resolution was revised based on this input. City Council is Seeking Input on a Draft Resolution for Future Projects
on Title 11, Trees, regarding Trees in Development Situations
Earlier this year, BDS proposed an amendment to Title 11, Trees, to extend the sunset date of certain regulations passed in 2016 that strengthened tree preservation requirements (especially preservation of large sized trees) in development situations on private property. (Link to previous posts and updates)
As part of that process, the Portland Planning and Sustainability Commission (PSC) and the Urban Forestry Commission (UFC) made additional recommendations relating to tree preservation in development situations on private property
Those recommendations were:
Remove an exemption from tree preservation in development situations on portions of sites zoned CX, EX, IG1 and IH until December 31, 2021
Reduce the tree size threshold for trees subject to required tree preservation or fee in lieu of preservation; and “inch-per-inch” mitigation fee in-lieu of preservation to from 36” to 20”, for the duration of any future Climate Emergency declared by City Council.
In response to those recommendations, and general community interest in Title 11, Trees, Mayor Wheeler has proposed a resolution for future Title 11 projects regarding trees in development situations. The Mayor is seeking input from the public on the draft Resolution. Read the draft resolution here.
Comments on the draft resolution should be submitted here. Comments and suggested edits are accepted until 5 p.m. on Friday, December 27, 2019. Comments and suggested edits will go directly to the Mayor's Office.
