Service Announcement for Cannabis Industry

The City of Portland has a strong interest in encouraging entrepreneurship, supporting small businesses, and promoting the health and success of the cannabis industry.

The Bureau of Development Services (BDS) offers early support meetings for the cannabis industry. If you would like to start a cannabis business and build, modify or use a portion or all of a building, there are zoning and building code requirements that you may need to meet before you can occupy it. Participation in BDS Early Assistance (EA) and Preliminary Life Safety Meetings can help identify significant issues and streamline the permitting process.

Early Assistance meeting and application

The Early Assistance – Zoning and Infrastructure meeting will allow the applicant to meet staff and receive information related to the zoning code, as well as the infrastructure bureaus (Water Bureau, Bureau of Environmental Services, Portland Bureau of Transportation and Parks Bureau). When submitting the EA information and scheduling a meeting please be aware that staff will require a minimum of 10 business days to review the materials prior to the meeting date. For additional information, visit the Zoning and Land use area.

For Early Assistance, application is to be submitted in person in the Development Services Center. The fees can be paid, and the meeting scheduled at that time.

Preliminary Life Safety meeting packet 

The Preliminary Life Safety Meeting will allow the applicant to meet staff and receive information related to life safety, mechanical and fire. If requested, a structural engineer can also attend the meeting. For meeting packet:

For a Preliminary Life Safety Meeting please email Gloria Harrison or call 503-823-3261 to schedule an appointment to submit the Life Safety Meeting Request materials. The fees can be paid, and the meeting scheduled at that time.

Preliminary Life Safety meeting fees

Preliminary Life Safety meeting is $511. If requested, a structural engineer can also attend the meeting for an additional $152 fee.

  • Early Assistance - Zoning-only meeting is $500.
  • Early Assistance - Zoning and Infrastructure meeting without street vacation is $2,458.
