About the Bureau of Development Services (BDS)
The Arts Empowerment Program assists artists and arts organization get permits. We focus on assisting Black, Indigenous, people of color and persons with disabilities.
Please note: Due to COVID-19, the Development Services Center is closed to walk-in customers. Access is limited to those who have pre-scheduled appointments to pick up or drop off paper plans. Please review the information contained here to access the services of the Bureau of Development Services.

Report a problem to Development Services or to one of the other City bureaus during the development process. Get help with conflict resolution and a path to elevate your concern with the City of Portland. If you need to elevate a problem, start here.
