The Bureau of Development Services will be closed on Friday, June 18, in observance of Juneteenth. The Permit Center lobby at 1900 SW Fourth Ave. will be closed. You can still apply for most permits online 24/7 through Development Hub PDX.

This form is required to be recorded when applying for a building permit and requesting exemption from building code requirements allowed by ORS 455.320. The form must be signed before a notary public by the deed owners and contract purchasers.
The ADU SDC Waiver Program approval process is not part of the permitting process. It is a separate binding ten-year agreement between the City of Portland and all the property owners who own that property during the Covenant’s life span.
