Type III Design Review for a new 4-story mixed-use apartment building, outdoor plaza and renovation of an existing one-story warehouse building.  The new 4-story apartment building will have a 100’ wide arcade and ground floor retail fronting East Burnside and the residential lobby fronting NE 7th Avenue.  An outdoor plaza area fronting NE 7th Avenue will be redeveloped as outdoor dining area for the adjacent one-story warehouse building.  No Modifications or Adjustments are requested.

Design Advice Request meeting for a proposal to develop blocks 261 and 262 in the Con-Way Master Plan area. The proposed development will be market rate apartments on both parcels. Block 261 will be a 5 story residential building with 138 residential units and tuck under parking accessed from NW 20th Ave on the east side of the site. The ground floor street frontages include a lobby in the southwest corner, a bike room along NW 20th Ave, and ground floor residential units with stoops along NW Savier St. Block 262 will be a 6 story residential building with 214 residential units with basement parking accessed from NW Savier St on the north side of the site. The building's lobby will face north onto NW Savier St and will be a mirror image of Block 261's lobby. The ground floor program will also include ground floor residential units, some with stoops, as well as live work units along NW Raleigh on the south side of the site. Both buildings feature amenity rooms with outdoor terraces in the southwest corner of their top floors.

LU 20-210547 DZM AD - 3000 SE Powell     Rescheduled to 3/4/21 

Type III Design Review for a proposed new four-story multi-family dwelling structure of approximately 137,200 square feet. The building program consists of 206 affordable housing units and 28 surface parking spaces. Ground floor uses include lofted housing units, building lobby, property management offices, and residential and community amenity spaces. The project also proposes a new multi-use path connecting SE 30th Ave. through the site to SE 31st Ave and revisions to the right-of-way at SE 30th off SE Powell. The following additional reviews are also requested:

One (1) Modification:

  • Modification #1: Setbacks 33.130.215.C.1. To allow an increase in the maximum setback standard from SE 30th from 74’-6” to 63’-5”.

Three (3) Adjustments:

  • Adjustment #1: Maximum Building Height in the CE Zone 33.130.210. To allow an increase in the building height in the part of the building that spans the CE zone at the south from 45’ to 60’.
  • Adjustment #2: Loading Standards 33.266.310. To not provide the required Standard A loading space on site (to be in the ROW at 30th Ave).
  • Adjustment #3: Parking Lot Landscaping 33.266.130.G. To not provide all of the required 5’ of L2 landscaping at the south parking adjacent to the new Multi-Use Path Right-of Way.
