LU 20-210547 DZM AD - 3000 SE Powell

Type III Design Review for a proposed new four-story multi-family dwelling structure of approximately 137,200 square feet. The building program consists of 206 affordable housing units and 28 surface parking spaces. Ground floor uses include lofted housing units, building lobby, property management offices, and residential and community amenity spaces. The project also proposes a new multi-use path connecting SE 30th Ave. through the site to SE 31st Ave and revisions to the right-of-way at SE 30th off SE Powell. The following additional reviews are also requested:

One (1) Modification:

  • Modification #1: Setbacks 33.130.215.C.1. To allow an increase in the maximum setback standard from SE 30th from 74’-6” to 63’-5”.

Three (3) Adjustments:

  • Adjustment #1: Maximum Building Height in the CE Zone 33.130.210. To allow an increase in the building height in the part of the building that spans the CE zone at the south from 45’ to 60’.
  • Adjustment #2: Loading Standards 33.266.310. To not provide the required Standard A loading space on site (to be in the ROW at 30th Ave).
  • Adjustment #3: Parking Lot Landscaping 33.266.130.G. To not provide all of the required 5’ of L2 landscaping at the south parking adjacent to the new Multi-Use Path Right-of Way.

EA 20-219065 DA - 550 SE MLK

DAR for a proposed half block, “5-over-2” mixed-use project with ground level commercial retail spaces, residential amenities, parking with approximately 60 parking stalls, and approximately 120 residential units of varying sizes at levels 2 – 7. Discussion to include an early design concept as well as challenges created by a 3-foot dedication that may necessitate modification to 33.510.225 Ground Floor Active Uses on MLK. There is a previous LU approval (LU 17-109848 DZ, HR) for a new mixed-use building development on this site.

EA 20-222284 DA - Moderna Main Street

  • SITE: Full block at the southeast corner of SW 20th Ave & Main St

Design Advice Request for a 16 story, 170’-6” tall, 340 unit multi-dwelling residential building in the Goose Hollow Subdistrict of the Central City Plan District. The first four floors of the building comprise a 4-story podium, which is setback from SW 20th Ave, Madison St, and SW 19th Ave and which is partially set into the hillside. This podium will accommodate 408 structured parking spaces with access from SW Main St and will be wrapped with residential dwelling units along all but the SW Main St frontage. A 12-story L-shaped tower of residential dwelling units sits atop the podium. Lobbies to the building lie along SW 19th Ave and at the corner of SW 20th Ave & Main St. Outdoor amenity spaces are proposed at floors 5 and 16. Modifications to the Maximum Setback standard may be needed along the SW 20th Ave and SW Madison St frontages of the site.

EA 20-216759 DA -  The Welby

Second DAR for a proposed half block, 15-story, mass-timber, mixed-use building in the Pearl District. Proposed program includes two levels of automated below-grade parking accessed from NW Kearney Street, ground-level retail, two levels of office, and residential units and amenity spaces on the top 12 floors. A loading dock is proposed on the NW 13th frontage. First DAR was November 5, 2020.
