The Oregon Building Codes Division recently adopted the 2022 Oregon Structural Specialty Code (OSSC) and the 2022 Oregon Mechanical Specialty Code (OMSC). Both codes took effect on Oct. 1, 2022, but through March 31, 2023, permit applicants may submit permit applications under either the new 2022 codes or the previous 2019 codes. (The Building Codes Division previously listed different phase-in periods for the two code updates. Both code updates now follow the same schedule.) Please take note of the information listed below.

Oregon Mechanical Specialty Code

For the OMSC, the phase-in period lasts six months and ends on March 31, 2023. As of April 1, 2023, all new mechanical permit applications submitted to the Bureau of Development Services must follow the 2022 OMSC.

To be vested in the 2019 OMSC, mechanical permit requests must be submitted in accordance with Bureau of Development Services policy, including all of the following:

  1. The permit application must be submitted through Development Hub PDX by 11:59 p.m. on March 31, 2023, and meet submittal requirements.
  2. Following the submission of the permit application, the applicant must satisfy all requests from City of Portland permitting bureaus for additional information before the Bureau of Development Services will assess and bill intake fees. Delayed or incomplete responses may delay the assessment and billing of intake fees before the payment deadline listed below.
  3. The applicant must pay intake fees in full before 5 p.m. on May 1, 2023.

Oregon Structural Specialty Code

For the OSSC, the phase-in period lasts six months and ends on March 31, 2023. Starting April 1, 2023, all new commercial building permit applications submitted to the Bureau of Development Services must follow the 2022 OSSC.

To be vested in the 2019 OSSC, commercial building permit requests must be submitted in accordance with Bureau of Development Services policy, including all of the following:

  1. The permit application must be submitted through Development Hub PDX by 11:59 p.m. on March 31, 2023, and meet submittal requirements.
  2.
