Information on the current Portland Permitting & Development (PP&D) budget and financial planning process, along with documents and information from previous years.

The City of Portland's fiscal year runs from July 1 - June 30, and the City operates on a 1-year budget cycle. Currently, PP&D is preparing its budget request for fiscal year (FY) 2023-24.

PP&D also prepares a 5-Year Financial Plan to provide long-term financial projections and to aid the bureau in decision-making. The Financial Plan is updated annually at the same time the bureau prepares its budget request. Currently, PP&D is updating the Financial Plan for the period covering FY 2023-24 through FY 2027-28. Budget Advisory Committee (BAC)

As part of the annual budget process, each City Bureau forms a Budget Advisory Committee (BAC) that includes management, labor, customers, and internal and external stakeholders. Learn more about Portland Permitting & Development's Budget Advisory Committee.

Financial Advisory Committee

In June 2010, the City Council directed the Office of Management and Finance to convene a committee of economic and commercial experts to review PP&D's financial projections and 5-Year Financial Plan. Learn more about Portland Permitting & Development's Financial Advisory Committee.
