Update, January 2024: The FIR program is not accepting new registration applications or additions to the waiting list. However, we are actively addressing the existing waiting list by gradually onboarding a limited number of contractors based on our current staffing and workload capacity. We will constantly monitor the waiting list and evaluate our program capabilities to accommodate additional contractors while maintaining the expected service levels of the FIR program. The FIR Program facilitates plan review and inspection with:
- In-person, onsite consultations.
- Single point of contact. Work with a single inspector to do all process management, plan reviews, and inspections for each project.
The FIR Program does not relax code requirements or provide lower standards of plan review or inspection services than those required by Oregon State law or the Portland City Code.
Who is eligible to join the FIR Program?
The FIR Program serves Oregon-licensed contractors, architects, and engineers who perform recurring alteration and addition work.
How the FIR Program works
When you join the FIR Program, you will work with one Senior Combination Inspector for the entire life of your project.
The benefit of working with one inspector from the planning stages to inspection is you’ll get a flexible, efficient, and solutions-based approach to permitting your project.
Your inspector will be your main point of contact for all stages of permitting and inspections through the FIR Program.

Permit a project through the FIR Program
Adding Subcontractors to Your Permit:
When applicable a mechanical, plumbing or electrical permit application(s) must be received PRIOR to issuance of permit. To add subcontractor information to your permit AFTER you’ve submitted your permit submittals package, have your subcontractors complete and sign the applicable trade permit application(s). Note that the application must be signed by the subcontractor.
Completed trade permit applications should be:
• e-mailed to BDSFIRPERMITS@portlandoregon.gov (preferred method)
• OR submitted to your inspector on site or emailed to your inspector
NOTE: The most common reasons that delay an inspection are a missing or illegible property address, a missing signature, permit number and/ or license number(s). Inspectors may contact contractors to decline the inspection if the permit application(s) are not received or are incomplete.
