The Bureau of Development Services is committed to protecting public health during the COVID-19 emergency. Most of our services are now offered online and by phone to keep projects and construction moving while the Development Services Center is temporarily closed to walk-in customers. We continue to expand our digital options to make doing business with the City of Portland more efficient. Read on for more details.
Apply for Permits, Pay Fees and Schedule Inspections Online
Many of our services are available to you self-service from a computer or mobile device through the Development Hub PDX (DevHub), our online customer portal. Registering for an account is easy to do. With Development Hub you can:
- Apply for electrical, mechanical or plumbing permits that don't require plan review
- Pay a variety of fees (including Commercial and Residential building permits in 'Application' and ‘Approved to Issue’ status)
- Schedule inspections for permits applied for online
- Download billing statements
How to File Your Permit Application
We are using scheduled appointments to accept customer plans electronically rather than in-person meetings. Our staff will guide you through uploading your plans using a secure link we will provide. To file a permit application, you must upload a completed application and all submittal materials.
To schedule an appointment to submit your plans electronically (one permit submission per appointment), please email or call Development Services General Inquiries and leave a message that includes the following information:
- Your name
- Your phone number
- Your email address
- Description of the work
- Project address
- Permit number or Interactive Voice Response (IVR) number (if available)
We will respond as soon as possible via phone or email with confirmation of your appointment. We ask that you please do not call and send an email message as it can cause staff to book duplicate appointments. Thank you!
We are currently experiencing a high volume of calls and emails. Please wait at least one week after submitting your application before sending a follow up call or email message.
If you are unable to create electronic plans yourself, please call us and we will work with you.
How to Submit Corrections to Plans on File
If we need you to make changes to your plans before they can be approved, we will issue you a checksheet with a list of required corrections. If you are ready to submit checksheet corrections to a permit currently under review, please submit those corrections in the same format as your original submittal to the City was made (paper or electronic).
Permits with reviews in progress cannot be checked out at this time. Before contacting Permitting Services to schedule an appointment to submit your checksheet corrections, please look your permit up on www.Portlandmaps.com to ensure all reviews are complete. Submit Plans and Corrections via the Single PDF Process
The Single PDF Process is a quick and easy way to upload, access plans and submit corrections for projects that don’t require a Process Manager. The Single PDF Process is more efficient than paper plan review and is now the City’s preferred method for receiving, reviewing, correcting and issuing permits.
The Single PDF Process has three stages:
- Stage 1: Intake of your application and drawings
- Stage 2: Receiving, making, and resubmitting corrections to your application and/or drawings
- Stage 3: Issuance of your permit to begin construction
The Single PDF Process refers to the requirement that all drawings must be together in a single PDF file.

Permitting Services will accept checksheet corrections of updated plans, along with completed checksheet response forms. To resubmit corrected plans, you’ll need to schedule a time to drop them off at the Development Services Center. Please call Permitting General Information and leave a message, including:
- Your permit or IVR number
- The first and last name of the person picking up or dropping off the plans
- That person’s phone number
Omitting the permit or IVR number will result in a delay in scheduling an appointment time. We ask that you submit checksheet responses to as many reviews as possible with each submittal. We will return your call and schedule a time for you to drop your plans off at the Development Services Center lobby. You are required to wear a face covering while inside the Development Services Center lobby. Thank you for observing physical distancing and wearing a face covering in the lobby.

Receiving Your “Approved to Issue” Plans
Accessing Approved Plans Electronically
When your electronic plans are ready, a Permitting Services Technician will contact you with instructions for how to download your approved set of plans, inspection card, and supplemental documents.
Receiving Approved Plans on Paper
To pick up “Approved to Issue” paper plans, you’ll need to schedule a time to come to the Development Services Center. Please call Permitting General Information and leave a message, including:
- Your permit or IVR number
- The first and last name of the person picking up the plans
- That person’s phone number
Omitting the permit or IVR number will result in a delay to scheduling an appointment time.
We will return your call and schedule a time for you to come pick up your plans from the Development Services Center lobby. You are required to wear a face covering while inside the Development Services Center lobby. Thank you for observing social distancing and wearing a face covering in the lobby.
Paying for Your Permit
You can pay for Commercial and Residential building permits (in 'Application' and ‘Approved to Issue’ status), electrical, mechanic and plumbing permits, and a variety of temporary use and miscellaneous permits online using Development Hub PDX.
Pay by Phone
You can make a payment over the phone by calling our Payments by Phone number.
Payments for other development permits, such as Zoning Permits, Site Development Permits, and Development Review Permits, can be made online via a private link that will be sent to customers by Permitting Services staff when the permit is ready to be issued. When accessing this link, please make sure you have the permit IVR number, and the total fees due, both of which are provided by BDS staff.
