The Ombudsman investigates complaints on behalf of Portland residents and businesses and identify ways to resolve them. As part of the City Auditor’s Office, we’re independent and impartial.

Filing a complaint takes 10-20 minutes to complete.

Make a complaint by phone

Callers will speak directly with an Ombudsman team member who will take down the details of your complaint.

Describe your complaint, including the name of the City bureau or office involved and the resolution you’re seeking.

Attach any documents you would like to include with your complaint.

Make a complaint in person

Visit the Ombudsman's Office on the third floor of Portland's City Hall. You may also mail your complaint.
