The Ombudsman is an independent advocate for a fair, reasonable and just City government. Our office responds to members of the public, businesses and City employees to resolve complaints about City services and practices.

About our work

The word “ombudsman” is Swedish, and it means someone whose role is to respond to complaints about government.

What we do

  • Handle complaints from the public, businesses and city employees
  • Conduct impartial investigations of complaints
  • Recommend ways to informally solve substantiated complaints
  • Promote fair and equitable treatment for all

What we don't do

  • Handle complaints between private parties
  • Investigate complaints against elected officials or their staff
  • Provide mediation for disputes

Meet our staff

City Ombudsman Jennifer Croft

Jennifer Croft (she/her) has served as City Ombudsman since December 2022. Before taking up the position, she spent over 20 years working in international development and diplomacy, holding positions with the State Department, the U.S. Agency for International Development, and the Organization for Security and Cooperation in Europe. Her work focused on providing analysis, policy advice and technical assistance to advance human rights, inclusive democratic governance and conflict prevention, primarily in Eastern Europe and Central Asia. Jennifer grew up in Eugene and received her undergraduate degree from Columbia University and her master’s degree from the Fletcher School of Law and Diplomacy at Tufts University.

Deputy Ombudsman Tony Green

Tony (he/him) joined the Ombudsman’s Office as Deputy Ombudsman in 2015. His background and experience are in journalism and state government. Since 2009, he worked in communications and policy at the Secretary of State’s office, the Department of Administrative Services and the Attorney General’s office. Prior to that, Tony spent more than 20 years as a reporter for The Oregonian. He earned an undergraduate degree in English and American Studies from Wesleyan University and a Master of Studies in Law from Yale Law school. He grew up in New York City.

Deputy Ombudsman Kim Le

Kim (she/her) joined the City of Portland as Deputy Ombudsman in September 2025. Prior to her current work, she served her community as an immigration attorney for more than 13 years. Kim represented immigrants in their family and humanitarian cases before the Department of Homeland Security, the Department of Justice and the Department of State. She also serves youth as an appointed member of the Oregon Youth Development Council. Kim received her B.A. in Economics from Reed College and her J.D. from UC Davis School of Law. Kim and her family have lived in Oregon since 2012.
