Notice of Interim Rule Adoption
The campaign finance rules ARA-13.01, 13.03, and 13.05 for the Auditor’s Office have been updated. The City Auditor has adopted the following new administrative rules on an interim basis:
The rules are effective May 8, 2026.
Summary of Changes
The ARA 13.01 rule update reflects current constitutionality of the City's campaign finance laws and actions taken by Council regarding enforcement procedures required by the Auditor.
Changes to ARA 13.03 detail procedures the Auditor must take when accepting or initiating a campaign finance complaint. Main changes include the review procedures for a sufficiency review by the Auditor, opening an investigation and criteria for delay of an investigation, as well as requests for reconsideration and an administrative appeal hearing.
ARA 13.05 includes one change to align with state law's campaign finance transaction review timeline.

Submitting Comments
The City Auditor invites employees and the public to comment on the proposed revised rules. To be considered, comments must be received by 12:00 PM on June 8, 2026. Comments may be:

Authority
Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. The Auditor may adopt interim rules without prior notice upon finding that failure to act promptly will result in prejudice to the public interest and shall be effective for a period of not more than 180 days.
