This rule was available for public comment for 30 days. 
 

Summary of the new rule

Following the implementation of new City Council Districts in 2024, the voting data required to follow Oregon Revised Statute 249.870 (Number of signers on recall petition) does not exist. This rule sets out the procedure for determining the number of signatures required on a recall petition for City Council until the 2026 General Election. Following the 2026 General Election, the exact data from that election will be used for each district and this rule will be rescinded.

Authority

Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. City Charter Section 2-506(b) requires the City Auditor to establish human resources rules and policies for the Office of the Auditor that are consistent with City human resource rules and policies, except where the Auditor determines in writing that a City human resources rule or policy impairs the Auditor’s independence or duties.
