The City Auditor has adopted the following new administrative rules:
Summary of changes
Three Human Resources Adopted Rules for the Auditor’s Office (ARAs) – 3.03, 3.06 and 3.07 – have been updated to reflect changes in their associated City of Portland Human Resources Administrative Rules (HRARs).
ARA 3.03 - Recruitment and Hiring
In alignment with the City’s update to HRAR 3.06 Employment of Retirees, the rule has been updated to remove Chapter VI Employment of Retirees. The rule also adopts HRAR 3.07 Veterans Preference by reference.
ARA 3.06 - Leaves
The rule adopts HRAR 6.05 by reference, replacing Chapter VI Family Medical Leave and striking XV Other Leaves subsection A. The updated HRAR 6.05, which repealed and replaced HRAR 6.05 A and B, provides a single plain language policy covering Paid Leave Oregon, Oregon Family Leave Act and Family and Medical Related Leave Act.
ARA 3.07 - Employee Movement
The rule algins updated language in HRAR 7.04 Redeployment, and explicitly separates two paths for reemployment – within the Auditor’s Office and through the City’s Priority Reemployment Program. The rule also adopts HRAR 7.07 Reinstatement by reference, which was updated to align with pay equity requirements. The adoption by reference also adds clarity about the process for retiree rehiring, and makes reinstated employees subject to a new probationary period upon rehiring.

Authority
Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. City Charter Section 2-506(b) requires the City Auditor to establish human resources rules and policies for the Office of the Auditor that are consistent with City human resource rules and policies, except where the Auditor determines in writing that a City human resources rule or policy impairs the Auditor’s independence or duties.
