Notice of Proposed Rulemaking

Authority

Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. Therefore, the City Auditor’s Office proposes the adoption of a new administrative rule, which is available for public comment for thirty days before adoption.

Summary of the new rule

Proposed changes to ARA 7.02 revise the registration process for public communications. The updated process enhances predictability, consistency, and efficiency for community members. The proposed changes will eliminate the need to schedule months in advance; instead, registration will open at 9:00 a.m. the Friday before each meeting. Additionally, public communication registration will align with testimony for agenda items to provide a more streamlined and consistent process for community members.
