The City Auditor has adopted the following new administrative rules, which were available for public comment from June 7, 2024, to July 8, 2024:

Summary of changes

ARA 3.04

Changes made to ARA 3.04 include the addition of defining "inclement weather." The proposed rule change also clarifies the Auditor's authority to direct their staff to telework, report to the office, or be granted an exception from teleworking due to extraordinary circumstances during inclement weather. 

The changes also clarify the expectations for Auditor Office employees to report to work unless otherwise directed by the Auditor, and to telework following a City-wide closure due to inclement weather.  

Updates to ARA 3.04 also acknowledge the various circumstances outside of the employee's control such as a power outage, etc. in which an employee may not have the ability to engage in remote work during a City-wide closure and will therefore not be penalized compensation-wise.

Authority

Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. Charter Section 2-506(b) authorizes the City Auditor to establish and administer human resources rules for the Auditor’ Office that are consistent with City human resources rules, except where the City Auditor determines, in writing, that a City human resources rule impairs the Auditor Office’s independence or duties.
