The City Auditor has adopted the following new administrative rules, which were available for public comment from May 3, 2024, to June 3, 2024:

Summary of changes

Changes to ARA 2.01 adopt the City Procurement Manual as part of the Auditor’s Office’s procurement rules and clarifies departures from City procurement rules that the Auditor’s Office has determined are necessary to ensure the Auditor’s independence and ability to carry out the Auditor’s duties with respect to procurement.

Adopted changes to ARA 3.01 include adding the ability for the City Auditor to temporarily adopt, for a period of 180 days, City human resource rules or policies by notifying affected employees. This procedure could only be applied for human resources rules or polices that expand employee benefits or opportunities.  This proposed amendment would promote consistency with the City’s human resource rules and policies and promote efficiency and ease of administration.

Adopted changes to ARA 3.10 include adopting HRAR 10.03, in its entirely, by reference. This was prompted by recent updates to HRAR 10.03 which added new options for transit passes and changed the eligibility for participation in the TRIP program by reducing the percent of time required to commute by bus, MAX, carpool, walking or biking from 80% to 20%.

Authority

Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor.
