Authority
Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. Charter Section 2-506(b) authorizes the City Auditor to establish and administer human resources rules for the Auditor’ Office that are consistent with City human resources rules, except where the City Auditor determines, in writing, that a City human resources rule impairs the Auditor Office’s independence or duties.
Therefore, the City Auditor’s Office proposes the revision of the below administrative rule, which is available for public comment for thirty days before adoption.
About the changes
Proposed changes to ARA 3.01 include adding the ability for the City Auditor to temporarily adopt, for a period of 180 days, City human resource rules or policies by notifying affected employees. This procedure could only be applied for human resources rules or polices that expand employee benefits or opportunities. This proposed amendment would promote consistency with the City’s human resource rules and policies and promote efficiency and ease of administration.
Submitting Comments
The City Auditor invites employees and the public to comment on the proposed revised rule. To be considered, comments must be received by 5:00 PM on June 3, 2024. Comments may be:
