The City Auditor’s Office has adopted the following new administrative rule on an interim basis for no longer than 180 days:

ARA 3.03 - Recruitment and Hiring

City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. City Charter Section 2-506(b) requires the City Auditor to establish human resources rules and policies for the Office of the Auditor that are consistent with City human resource rules and policies, except where the Auditor determines in writing that a City human resources rule or policy impairs the Auditor’s independence or duties.

ARA 3.03, Chapter VI. Employment of Retirees is being amended through interim adoption to adopt HRAR 3.06 – Employment of Retirees by reference with minor exceptions. This update was prompted by the update of HRAR 3.06 to extend the length of time a returning retiree may work, from two to five years, and make them eligible for vacation accrual.

These rules and the full list of Adopted Rules for the Auditor's Office are available on the Auditor's website and the City of Portland website, or rules can be requested from the Auditor's Office Operations Management Division. Please direct questions to AuditorsOffice@portlandoregon.gov.

The adopted rule is effective March 14, 2024.
