The City Auditor has adopted the following new administrative rules, which were available for public comment from January 12, 2024, to February 12, 2024:
Summary of changes
ARA 3.02 has been amended to align with HRAR 2.04, Gender Identity and Non-Discrimination, which was expanded on January 10, 2024, to prohibit harassment and discrimination based on gender identity and expression through additional and updated language on facilities, name and pronoun uses, dress code policy, available health benefits, individual privacy, official records and adds a model guidance document and additional resources. It also makes permanent the addition of Nasal Naloxone Use for Non-First Responders and updates to the Equal Employment Opportunity (EEO)/Affirmative Action sub-section.
ARA 3.06 has been amended to align with an update to HRAR 6.01 which addresses new leave allowances for atypical and rare incidents that occur while employees are at work. It also makes permanent updates to the Oregon Paid Family and Medical Leave sub-section to align with the implementation of Paid Leave Oregon.
Authority
Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. City Charter Section 2-506(b) requires the City Auditor to establish human resources rules and policies for the Office of the Auditor that are consistent with City human resource rules and policies, except where the Auditor determines in writing that a City human resources rule or policy impairs the Auditor’s independence or duties.
