PORTLAND, Ore. – Portland City Auditor Simone Rede announced today the hiring of Madeline Moya as City Archivist, a position overseeing the Archives & Records Management Division at the Portland Archives and Records Center.

Moya continues with the City Auditor’s Office as City Archivist after serving as Reference Archivist for the past two years. Prior to her time with the City of Portland, Moya managed the Media Division of the Austin History Center, the official repository for the City of Austin’s historical records, and served as the Managing Director of the Texas Archive of the Moving Image.

“Our city is fortunate to retain Madeline’s talent in this leadership role. Her passion for preserving information and making it accessible to the public is an asset to City government. Madeline’s track record of innovation and outreach will benefit City employees and community as Portland transitions to a new form of government,” said Auditor Simone Rede.

Moya will oversee the Archives & Records Management Division as it adapts records policy to reflect the charter changes resulting from the voter-approved change in city government. In addition to setting records management policy for the City, the office also runs the Portland Archives and Records Center, administers the City’s electronic records management and retention system, makes city administrative and historical records accessible to the public and City employees, and provides outreach and education services to strengthen understanding of public records laws, access rights, and the importance of government and historical records to the City, the community, and individuals.

“I am excited to lead our fantastic team of professionals through this pivotal time for the City of Portland. We are committed to ensuring all records are retained in accordance with Oregon Public Records Law so that we can uphold our mission of transparency and public access even as our City offices undergo a major reorganization as we transition to the new form of government. I have long been passionate about making archival records available to the public, and that enthusiasm will extend into my new role as we work to remove barriers to accessing public records, include new perspectives in our city's history, and find ways to collaborate with our community on using City records in their work,” Moya said.

Moya grew up in Texas, relocating with her family from Austin in 2022. She has a Master of Science in Information Studies from the University of Texas at Austin with a focus in Archives in Records. Moya first joined the City Auditor’s Office in 2022.
