The City Auditor’s Office has adopted the following administrative rules: ARA 13.01, 13.02, 13.03, 13.04, and Appendix A of ARA 13, all effective 12/5/2023.

Notice of Adopted Rulemaking

Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. The City Auditor’s Office adopted the following amended administrative rules, which were available for public comment for thirty days before adoption:

ARA-13.02 - Campaign Finance: Definitions

ARA-13.03 - Campaign Finance: Complaint Process

ARA-13.04 - Campaign Finance: Disclosure Requirements

Appendix A for ARA 13 - Campaign Finance

In preparation for the November 2024 City elections, amendments to the City’s campaign finance rules are proposed to streamline where appropriate and to comply with constitutional and case law requirements.
