Portland City Charter Section 2-506(a) authorizes the City Auditor to establish rules for the Office of the Auditor. The City Auditor proposes the following revised administrative rules for adoption:

ARA 3.02         Equal Employment
ARA 3.03         Recruitment and Hiring
ARA 3.04         Employee Behavior and Expectations
ARA 3.05         Discipline
ARA 3.06         Leaves
ARA 3.07         Employee Movement
ARA 3.08         Classification and Compensation
ARA 3.09         Employee Development
ARA 3.10         Employee Benefits
ARA 3.11         Ethical Conduct
ARA 3.12         Civil Service Appeals

Charter Section 2-506(b) requires the City Auditor to establish human resources rules and policies for the Office of the Auditor that are consistent with City human resource rules and policies, except where the Auditor determines in writing that a City human resources rule or policy impairs the Auditor’s independence or duties.

The City Auditor proposes revisions to reorganize the structure of the rules, consolidating individual rules around general employment topics thereby rescinding affected rules referenced in the crosswalk document, and for the purposes of remaining consistent with City human resource rules and policies.

The City Auditor invites employees and the public to comment on the proposed revised rules. To be considered, comments must be received by 5:00 PM on October 28, 2022.
