2022 Petitions and Measures

City Charter Commission Referral (Measure No. 26-228)

Amendments approved by a Charter Commission supermajority (at least 15 members) are directly referred to the ballot for a vote by City of Portland voters.

• June 14, 2022: Charter Commission approved by supermajority vote to send proposed Charter amendments to the November 8, 2022 General Election ballot.
• June 21, 2022: Charter Commission approved by supermajority vote to include effective dates for the proposed Charter amendments and technical edits related to the effect dates.
• June 29, 2022: Charter Commission presented proposed Charter amendments to City Council (Time Certain City Council Agenda Item).

• July 6, 2022: City Attorney's Office filed draft ballot title with City Elections Office. Portland electors dissatisfied with the ballot title language were able to file a legal challenge in Multnomah County Circuit Court through July 15, 2022 at 5:00 p.m.
• July 8, 2022: City Auditor's Office received a request to conduct a constitutional review of the ballot measure. The City Auditor responded on July 12, 2022. 
• September 6, 2022: Measure certified to County.

• December 9, 2020: Prospective initiative petition filed. Constitutional review period began (determination must be completed and chief petitioner notified of determination outcome within six business days, or December 17, 2020).
• December 16, 2020: Constitutional review completed and chief petitioner notified of determination. Prospective initiative petition determined not to meet the requirements of Article IV, Section 1 (2)(d) of the Oregon Constitution. Prospective initiative petition deemed void.

Current Status: Void. Petition voided on December 16, 2020 based on the Auditor's Office's determination that the petition did not meet the requirements of Article IV, Section 1 (2)(d) of the Oregon Constitution.
