The City Elections Division is located within the Auditor's first floor Office in City Hall. The Auditor's Office is open to the public for walk-ins Tuesday through Thursday and maintains business hours of 9 a.m. to 5 p.m., Monday through Friday. To ensure City elections staff is available to assist you, we encourage you make an appointment in advance.

Who we are
Elections Division Manager
Deborah Scroggin joined the Elections Division in July 2023. She directs a growing elections office that will implement a series of elections reforms in 2024, including: the use of ranked-choice voting, an expanded City Council, and Council member elections by geographic district. In addition to administering elections alongside county elections offices, the office conducts voter outreach, administers the lobbyist and political consultant registration program, and enforces campaign finance regulations.
Deborah has a decade of elections administration experience at the state and local level, having previously served under two elected Auditors and a Secretary of State. She holds a Master of Public Administration degree from Portland State University and attended the University of Oregon for her bachelor’s degree. Deborah started her career in public service in AmeriCorps National Civilian Community Corps helping impacted communities in the southeastern U.S. recover from hurricanes, deliver federal and local aid, and reconstruct homes and schools. In her spare time, Deborah enjoys volunteering in her community and entertaining her rescue animals.
Elections Officer
Louise Hansen joined the Elections Division as City Elections Officer in June 2020. She oversees campaign finance investigations, political consultant and lobbyist regulations, rulemaking, City petitions, and candidate filings. Louise came to the City after working as Civil Rights Division Intake & Support Manager for the Oregon Bureau of Labor and Industries (BOLI). Louise also previously worked as a Bilingual Civil Rights Investigator at BOLI. Prior to that, Louise clerked for the Clackamas County Circuit Court.
Louise holds a Juris Doctorate from Lewis & Clark Law School and a Bachelor of Arts in Environmental Studies with an Emphasis in Environmental and Social Justice from the University of California - Santa Cruz. After law school, Louise remained active in the Oregon legal community by serving as Co-Secretary of the Oregon Women Lawyers Clackamas Chapter and most recently as Co-Chair of the Oregon Minority Lawyers Association.
Elections Analyst
James Eccles joined the Elections Division in 2023 as an Elections Analyst, and recently served as the Interim Elections Officer until Louise Hansen's return. Prior to working for the City of Portland, James worked for the Illinois State Board of Elections first in the Campaign Disclosure Division and most recently as a Special Assistant to the General Counsel. During his time in Illinois, James worked as a subject matter expert in election law broadly and campaign finance specifically. He managed a number of special projects while there including ballot certification, election code rewrites, and administrative rules updates. James has brought that expertise to the team here in Portland and has added an expertise in ranked-choice voting as the City looks to implement its new election system.
James earned his Master's Degree in Political Science from the University of Chicago. He also holds a Bachelor of Arts in Political Science and Philosophy earned from Whitworth University right here in the Pacific Northwest where he was born and raised. Prior to attending university, James served 6 years in the United States Navy.
Elections Analyst
Tony Canales joined the Elections Division in 2023 as an Elections Analyst. He is responsible for candidate filings and education, elections investigations, lobbying registration program support, as well as coordinating elections materials and public information.
Tony graduated from Oregon State University where he earned a degree in History. Professionally, Tony dedicated 12 years working for Multnomah County Elections where he did everything from voter registration database management to ballot creation.
