  • February 25, 2026: Prospective petition filed.
  • February 25, 2026: Constitutionality review period starts. City Elections Officer must determine if prospective petition meets Oregon Constitution procedural requirements under Section 1(2)(d) and (5), Article IV (determination must be completed within 5 business days, or by March 4, 2026).
  • March 4, 2026: Constitutionality review completed. Prospective initiative petition determined to meet procedural requirements of Article IV, Section 1(2)(D) and (5) of the Oregon Constitution.
    • Portland electors may challenge the constitutionality determination by filing in circuit court within 7 business days of the City Attorney filing the ballot title with the City Elections Officer.
  • March 5. 2026: City Elections Officer requested ballot title from City Attorney's Office (ballot title must be delivered to City Elections Officer within 5 business days, or by March 12, 2026.)
  • March 9, 2026: City Attorney's Office filed draft ballot title with City Elections Officer.
    • Portland electors may challenge the ballot title language or the constitutionality determination by filing a legal challenge in Multnomah County Circuit Court through March 18, 2026, at 5:00 p.m.

Prospective Petition Filed: November 12, 2025

Court Proceeding Update: Multnomah County Circuit Court (Judge Eric Dahlin) ruled Initiative Petition 2PDX2025 procedurally unconstitutional for failure to include the full text of the proposed initiative, as required by Article IV, section 1(2)(d), of the Oregon Constitution (February 24, 2026).

    • Portland electors may challenge the ballot title language or the constitutionality determination by filing a legal challenge in Multnomah County Circuit Court through December 10, 2025, at 5:00 p.m.

    • Electors may challenge the constitutionality determination by filing in circuit court within 7 business days of the City Attorney filing the ballot title with the City Elections Office.
  • August 6, 2025: City Elections Officer requested ballot title from City Attorney's Office (ballot title must be delivered to City Elections Officer within 5 business days, or by August 13, 2025).
  • August 13, 2025: City Attorney's Office filed draft ballot title with City Elections Officer.
    • Portland electors dissatisfied with the ballot title language or the constitutionality determination were able to file a legal challenge in Multnomah County Circuit Court through August 22, 2025, at 5:00 p.m. No legal challenges were filed.
  • August 27, 2025: Approved for circulation to gather signatures.
