History:

  • February 7, 2024: Prospective initiative petition filed. Constitutional review period began (determination must be completed within 5 business days, or by February 14).
  • February 14, 2024: Constitutional review completed; chief petitioners notified of determination on February 15, 2024.
    • Prospective initiative petition determined to meet requirements of Article IV, Section 1(2)(D) and (5) of the Oregon Constitution.
    • Electors may challenge the constitutionality determination by filing in circuit court within 7 business days of the City Attorney filing the ballot title with the City Elections Office.
  • February 15, 2024: Ballot Title request was sent to the City Attorney's Office (The Ballot Title must be filed with the Elections Officer within 5 business days, or February 23, 2024).
  • February 23, 2024: City Attorney's Office filed the ballot title with the Elections Officer. Portland electors dissatisfied with the ballot title language may file a legal challenge in Multnomah County Circuit Court through March 5, 2024 at 5:00 p.m.

  • March 5, 2024: Constitutionality determination challenge filed by ACLU on behalf of Petitioner Joy Alise Davis. Ballot title challenge also filed by ACLU on behalf of Petitioner Jacqueline Yerby.
  • April 26, 2024: Challenge filed by Joy Alise Davis (Case # 224CV11288) will be heard by Judge von Ter Stegge at 11:00am in Central Courthouse Courtroom 16C. Check the Circuit Court calendar here for details.
