Qualified City Charter Commission Measures - 2024 November General Election

History:
- December 3, 2022: Portland Charter Commission approved by supermajority vote to send proposed Charter amendments to the November 5, 2024 General Election ballot.
- December 22, 2022: Portland Charter Commission submitted notification and text of five proposed measures for the November 2024 General Election to the Auditor's Office.
- January 19, 2023: Portland Charter Commission presented proposed Charter amendments to City Council. See the City Auditor Report to Council on the Charter Commission's Proposed Measures to Voters (includes proposed amendments to Charter text).
- January 27, 2023: City Attorney's Office filed draft ballot title with City Elections Office for Measure 26-249, Measure 26-250, Measure 26-252, and Measure 26-253. Portland electors dissatisfied with the ballot title language were able to file a legal challenge in Multnomah County Circuit Court through 5:00 p.m. February 7, 2023.
- January 30, 2023: City Attorney's Office filed draft ballot title with City Elections Office for Measure 26-251. Portland electors dissatisfied with the ballot title language were able to file a legal challenge in Multnomah County Circuit Court through 5:00 p.m. February 8, 2023.
- July 17, 2024: City Elections Office referred all five Charter Commission measures to County Elections Division. Measures were numbered and listed on the Multnomah County Election Division website.
Measure 26-249 - Amends Charter: Deletes outdated, redundant requirements to approve utility franchises.
Measure 26-250 - Amends Charter: Adds Independent Portland Elections Commission.
Measure 26-251 - Amends Charter: Updates authority to manage parks, sewers and stormwaters.
Measure 26-252 - Amends Charter: Deletes vague, archaic and inconsistent language.
Measure 26-253 - Amends Charter: Removes citywide vote requirement for mandatory building weatherization.
