Information
City Council meetings and work sessions are held in Council Chambers in City Hall. Portland City Code and state law require Council to hold hybrid public meetings, which provide for both virtual and in-person participation.
Getting to City Hall
Transit & Biking
- City Hall offers easy access to TriMet bus lines and MAX trains within 1 block, as well as bike racks.

Driving and parking
- City Hall is accessible via Highways 5, 26, and 405. Limited on-street metered parking is available on SW Fourth Avenue between SW Columbia Street and SW Salmon Street. Get directions
- There are two ADA metered parking spaces in front of City Hall (northwest corner of SW Fourth Avenue between SW Jefferson Street and SW Madison Street).
Here’s what you need to know
- Be prepared to go through a security checkpoint at the entrance to City Hall. Learn more about the Rules of Conduct at City Council Meetings (Code Section 3.02.060).
- Council Chambers are located on the second floor of the building. Elevators are available once inside the main entrance.

- Council Chambers open to the public 15 minutes before the meeting starts.
- To testify before Council in person or virtually, you must sign up in advance. Here’s how:
- Visit the Council agenda.
- Use the QR code below to sign up on your mobile device.
- Call 311 to sign up over the phone.
- Visit the 311 Customer Service Center in the Portland Building.
- Visit the Auditor’s Office on the first floor of City Hall, Room of 130.
- Registration to provide virtual testimony closes one hour prior to the Council meeting. In-person testifiers must sign up before the agenda item is called.
- When testifying in person, reference the following instructions:
- The Council Clerk will call names of testifiers individually or in groups.
- When your name is called to testify, please step forward to the testimony table. When it is your turn to address Council, say your name for the record and begin your testimony.
- Public comment is limited to three minutes per person unless otherwise stated at the meeting or on the agenda.
- A timer will be visible on the screen with audible tones to signal the end of your allotted time. The first tone will sound when you have 30 seconds remaining, and the second tone will indicate that your time is complete. When your time is up, finish your sentence to conclude your testimony.
- Submit written testimony on the Council agenda. Paper copies are discouraged and will not be distributed directly to Council members.
