Office of Arts & Culture's Management of the Arts Education and Access Fund
We recently began fieldwork on an audit of the City's Office of Arts & Culture's management of the Arts Education and Access Fund (AEAF). The City's Arts Tax is the source for the AEAF. Our audit objective is to determine if the City has managed the AEAF to assure high-quality arts education and arts access to students and underserved communities.

Parks fiscal management
Portland Parks and Recreation (PP&R) is working to expand the Parks system to provide an equitable level of service across Portland. At the same time, PP&R has reported a $615 million backlog of deferred maintenance. This audit seeks to understand:
- How new investments are prioritized at a time when resources for maintenance are scarce.
- How funding plans for new investments control for ongoing operations and maintenance costs.
We plan to examine a sample of eight new PP&R investment projects in our fieldwork.

Climate Justice
We recently began fieldwork on an audit of the City's plans for climate justice. The audit seeks to understand:
- How has the City prioritized and coordinated the action items within the current City climate action plan and to what extent have impacts to the community (e.g., life and safety risks) been taken into consideration?
- To what extent has the City integrated climate justice principles focused on community involvement into its climate action work?

911 and Emergency Communications
In May 2025, we began the planning phase on an audit of the City's 911 and Emergency Communications.
We recently started the fieldwork stage of the audit. Our audit objective is to determine if the Bureau of Emergency Communications’ recruitment, hiring, and training practices help identify candidates that succeed in training and are employed long-term.

Gun violence prevention
In August 2025, we started planning for an audit of the Community Safety Division's efforts to prevent and reduce gun violence. The audit will potentially assess the Ceasefire program and/or services by the Office of Violence Prevention. Each performance audit begins with an information-gathering phase that eventually leads to a narrower scope and specific objectives. When this initial phase is completed, we share that objective publicly here, as well as with the auditee and City leadership.
