Archives & Records Management (PARC)

Archives & Records Management operates the City of Portland Archives and Records Center, making City administrative and historical records accessible to the public and City employees for research and inspection in accordance with Oregon's public records laws.

Audit Services

The Audit Services Division is the auditing branch of the elected City Auditor's Office. The Division's mission is to conduct performance and financial audits of City operations, and to make recommendations to improve efficiency, effectiveness and equity of City bureaus, offices and functions.

Council Clerk

The Council Clerk Office administers City Council business, serves as the central repository for City contracts and Portland Policy Documents, and maintains City Charter and Code.

Elections Office

The City Elections Office assists the public with election issues, such as running for City office or filing an initiative petition. Working with other governmental partners such as the Multnomah County Elections Division and the Oregon Secretary of State's Elections Division, the office oversees City elections.

Campaign Finance & Lobbying Regulations Program

The City's Campaign Finance & Lobbying Regulations program serves to improve transparency and inform the public of efforts to influence City Officials. Both programs are disclosure-based, with information provided by City officials, lobbying entities, and certain political consultants.

Ombudsman

The Ombudsman is an independent advocate for a fair, reasonable, and just City government. Our office responds to members of the public, businesses, and City employees to resolve complaints about City services and practices. We conduct impartial investigations and resolve problems informally. We have the authority to recommend remedial action or a change in policy.
