KC Jones - Director
MPM, BA Economics
KC was appointed Director of the Audit Services team in 2021. Previously, KC worked as the Policy and Outreach Coordinator for the City Auditor’s Independent Police Review, managing that division’s policy, data, and outreach activities. Before working for the City Auditor’s Office, KC was a Performance Auditor in the Oregon Secretary of State’s Audits Division. Before relocating to Portland, KC spent nearly ten years as an evaluator, auditor, and analyst for the U.S. Department of Education’s Office of Inspector General in Washington, DC. He attended Georgetown University, where he received a Masters in Policy Management, as well as Washington College, where he received a Bachelor’s in Economics. KC enjoys reading, drawing, listening to punk rock, and cooking gourmet meals for his family.
Tenzin Gonta - Deputy Director
CIA, MPA, BA Biology
Tenzin was appointed Deputy Director of Audit Services in 2022. She joined the Audit Services team in 2010 after working at the Oregon Secretary of State's Audits Division where she attained the rank of Principal Auditor. Tenzin served as the Interim Director for Audit Services during the summer of 2021. She has taken on leadership roles as a peer reviewer with the Association of Local Government Auditors and Board of Governors for the Portland chapter of the Institute of Internal Auditors. Prior to her work in government auditing, Tenzin held various positions within the nonprofit sector at organizations of local and national scope. During graduate school, her master’s project focused on public-nonprofit partnerships and she worked as a research assistant for projects dedicated to developing nonprofit leaders of color in Oregon. Outside of work, Tenzin enjoys volunteering in the community and exploring the outdoors with her energetic preschooler.
Jennifer Amiott - Performance Auditor II
JD, MA Anthropology, BA Zoology
Jennifer Amiott joined the Audit Services Division in 2020. Her audit work includes emergency management, Fire Bureau, and Joint Office of Homeless Services audits. She is also a member of the division’s Fraud Hotline team. Previously, Jennifer was an attorney in the City Auditor’s Office and at Legal Aid Services of Oregon's Native American Program. She holds a bachelor’s degree in Zoology from Miami University, a master's degree in Anthropology from Portland State University, and a law degree from Lewis and Clark Law School.
Bob MacKay - Performance Auditor II
MPA, BA Asian Studies
Bob started with the Audit Services Division part-time in 2007 working on the annual Auditor’s Community Survey. He started full-time in 2009 working on performance audits and continuing to be involved with the annual survey.
Bob joined the City Auditor's Office in 2000, working as a Research Associate for the Portland Multnomah Progress Board, where he worked on research and analytical projects. Prior to coming to work for the City, he worked for the Oregon Health Division for five years in the Center for Health Statistics. Before moving to Portland, Bob toiled for four years on and around Capitol Hill, in Washington, DC.
As a Performance Auditor II, Bob has been both Auditor in Charge and an audit team member on multiple audit projects, helping to identify efficiency and effectiveness improvements in City bureaus and offices.
Bob holds a master's degree from Portland State University, and a bachelor's from Vassar College. He is a member of the Association of Local Government Auditors.
Elizabeth Pape - Performance Auditor II
CIA, MUP, BA Anthropology
Elizabeth joined the Audit Services team in 2016. Prior to that, she worked as a performance evaluator for the New Orleans Office of Inspector General. In New Orleans, Elizabeth led reviews of diverse programs including fleet management, traffic court case management, the police department early warning system, and delinquent property tax collection. Elizabeth also conducted an analysis of funding for the city criminal justice system that included local, state, and fee-based funding structures for the police, city and district courts, and the jail.
Prior to her work at the Office of Inspector General, Elizabeth worked in recycling and solid waste programs in the Portland Metro region. She evaluated recycling programs and provided outreach for Washington County, the City of Portland, and the City of Gresham. Elizabeth also spent two years working for the U.S. Embassy in Prague.
Elizabeth holds a Master of Urban and Regional Planning from Portland State University and an undergraduate degree in anthropology from American University. Elizabeth is a Certified Internal Auditor and holds a Certificate of Advanced Study in Evaluation from Claremont University.
Martha Prinz - Performance Auditor II
CFE, MPA, BA Art History
Martha joined the Audit Services Division in 2007 after working as a policy and budget analyst for the City of New York, a researcher for New York State’s Metropolitan Transportation Authority, and in various capacities for the National Audubon Society and the Oregon Environmental Council. Martha’s audit work includes the City’s housing bond, tree code, red light camera program, green building policy, Police Bureau training, and Fire Bureau overtime.
Martha received a Master of Public Administration degree with a finance specialization from New York University and a bachelor’s degree from Oberlin College. She is a Certified Fraud Examiner and a member of the Association of Local Government Auditors. Martha grew up in New Mexico and lives in SW Portland.
Jenny Scott - Performance Auditor III
CIA, MPA, BA International Relations and Politics
Jenny Scott joined the Audit Services Division in 2008 after working as a performance auditor with the Oregon Secretary of State. Her audit work includes utility payment assistance, City services in East Portland, Regional Arts and Culture Council, City credit card use, and employee accountability systems at the Fire Bureau. Jenny is a Certified Internal Auditor. She served as President of the Association of Governmental Accountants and led Association of Local Government Auditors peer reviews. Jenny received a Master of Public Administration and a Graduate Certificate in Nonprofit Management from the University of Oregon. Her graduate research focused on how information about government policy change is disseminated through Spanish-speaking immigrant communities. She holds a bachelor’s degree from Scripps College.
Minh Dan Vuong - Performance Auditor II
BA Economics
Minh Dan joined the Portland Audit Services Division in 2016. He previously served in the San Jose City Auditor’s Office for 3 years. His performance audits have covered a wide range of municipal services, including police gang enforcement, street pavement maintenance, transportation regulations, economic development, golf courses, and call center operations. His audit recommendations improved services and business processes, identified cost savings, and increased government transparency. Minh Dan also manages the contract for the City's external financial audits.
Minh Dan is a member of the Association of Local Government Auditors (ALGA) and participated in its Online Resources Committee. He regularly leads audit training sessions and participates in peer reviews of other audit agencies.
In 2011-2012, he held a CORO Fellowship in Public Affairs, with assignments to the San Francisco Public Utilities Commission, the Port of Oakland, as well as non-profits, businesses, and a Congressional campaign. Minh Dan holds a Bachelor of Arts in Economics from Stanford University.
