Report an Obstruction on a Street, Sidewalk or Other Right-of-Way

Use this form if an object, structure, vegetation or unauthorized signage is blocking access through the right-of-way. There are several different entities involved in managing the public right-of-way. This form will route the information to the appropriate entity.

The “right-of-way” is the area between neighboring properties and includes street surfaces, curbs, the sidewalk, and frequently includes additional areas on either side of the sidewalk. The size and configuration of the right-of-way varies from street to street, as do the sizes of the actual street surfaces and sidewalks. It is owned by the public and managed by the City. If something is placed in or obstructs the use of the right of way, the City must grant permission for approved use. There are several different city entities involved in managing the right of way. To ensure a timely response to an obstruction in the right-of-way, use this form below to ensure the concern is routed to the appropriate entity.

Property owners are usually responsible for keeping the sidewalk next to their property in good condition. We aren't able to respond to minor issues like gravel, leaves, or small amounts of litter.

If a sidewalk or other public walkway is blocked or hard to use, please attach photos to your report so we can address it.

You can report large items like mattresses, furniture, large garbage bags, or illegal dumping directly to Metro RID using their online form.

Signs are not allowed to be posted on utility poles according to City Code 17.64.040, however the City does not have resources to enforce this code and the power utility companies own and maintain most utility poles in the City of Portland.
