March 11 is proclaimed National 311 Day in Portland, and all residents are encouraged to call 311 for help accessing local government services, requests, and reports. This proclamation serves as an annual reminder of the significance of 311 as a resource for communities nationwide to connect with their city, county, and non-emergency services.

The first point of contact with local government in Portland is as easy as dialing 3-1-1. PDX 311 bridges language accessibility, navigates inquiries, answers questions and takes reports for non-emergency issues.
Providing community members in Portland and across Multnomah County with multiple easy ways to access local government information and services, the 311 program is available seven days a week from 7 a.m. to 8 p.m.
Community members can reach PDX 311 by calling 3-1-1 or 503-823-4000. Nearly 90% of calls to 311 are answered in less than 25 seconds. Alternatively, community members can email 311@portlandoregon.gov or visit the Customer Service Desk at 1120 SW 5th Avenue, Portland (on weekdays).
In 2023, PDX 311 assisted the community nearly 170,000 times, up from 142,000 in 2022. Most calls are answered in 25 seconds or less by a 26-member team of customer service representatives.
Nationally, 311 services exist in large metropolitan cities such as New York City, San Francisco, Austin, Denver and more. These programs each provide differing services but primary to every 311 program is one number for community members to use as their first point of contact to local government.
Oftentimes, individuals can call PDX 311 instead of the public safety non-emergency line (503-823-3333) to report many common non-emergency issues in their neighborhoods like abandoned vehicles, campsites, graffiti, noise issues, traffic hazards, downed trees, and to ask questions about reporting crimes online. Calling 311 ensures 911 call-takers can focus on answering life and safety emergency calls.
Multi-lingual staff can assist in a variety of languages and can access an interpreter to assist community members in their desired language, allow 2-5 minutes for connection. PDX 311 makes connecting with local government easy and accessible—regardless of language, ability, or resources.

What can you call 311 for?
- Reporting camping and abandoned automobiles, graffiti, trash, and other concerns or issues.
- Finding general information about the City, including the hours, location, and amenities of parks and facilities; contact information for elected officials, government programs and staff; City Council agendas, and parking rules.
- Finding property or neighborhood information, such as utility providers; leaf, garbage, recycling, and compost pick-up schedules; online zoning and permit information; Neighborhood Association and Coalition contacts; and land use notices.
- Finding City employment and contract opportunities.
- Making an ADA or language access request or complaint.
- Reporting neighborhood livability concerns, including noise, traffic safety issues, right of way obstructions, code violations, and construction site nuisances.
- Finding Multnomah County Circuit Court information, such as how to reschedule cases, address family law matters, and pay traffic and parking tickets.
