Administrative Rule ADM 10.01 establishes the City’s policy for requiring visual markings on City vehicles and equipment. Consistent visual markings allow vehicles to be readily identifiable as vehicles belonging to or operated by the City of Portland, and provide useful information to the public.
What is Changing and Why?
The changes proposed focus on targeted revisions to improve the rule’s clarity, predictability, and transparency. Updates do not include new policies nor do the changes replace and/or remove existing policies.
Changes to ADM 10.01 in the Standard Format section will:
- Remove "www" from url, to read, "Portland.gov
- Include 311, to read, “Call 311 or 503-823-4000”
Website URL Update:
Removing the "www." from the City's website address shortens the URL, improving readability. This change aligns with current practice, as the City typically refers to its website as Portland.gov rather than www.portlandoregon.gov.
Phone Contact Update:
Adding "311" as a contact option reflects current practice, where the City's main information and referral line is commonly referred to as "311." This three-digit number is easy for the public to remember and provides access to PDX311 customer service representatives seven days a week.
Retaining the ten-digit phone number ensures that individuals using VOIP services or calling from outside Multnomah County can still reach PDX311 representatives during the same hours.

Administrative Rule in Effect?
This administrative rule will be effective immediately after final approval. Changes to internal administrative rules are under the authority of the City Administrator per Administrative Code 1.05.030.
